Be it local, state or federal government...People who are part of it, their first priority is not public service but staying in power and that is understandable as they are no saints or 100% unbiased, to think good for others before themselves.... You can name this differrently at differrent places or eras, democracy today...was communism yesterday...Rule of law today was monarchy yesterday....
