I'm the co-founder of a company that builds a reusable shipping box system for e-commerce in Germany. These newly propsed rules are very interesting; they set the right incentives for the market to more quickly switch to reusable shipping boxes. Specifically for e-commerce, the set targets are: 10% of shipping boxes reusable by 2030, 50% by 2040.
Single-use cardboard is very wasteful, even if recycled. Reusing shipping boxes is much better in terms of waste, CO2 and water usage. However, it's expensive and generally a PITA for e-commerce merchants to implement a reusable system themselves. That's why my company is building a centralized system, into which e-commerce merchants can simply plug and play.
