That is like saying Russian Roulette is a perfectly fine game to play because only one person is going to die, and that's OK. Shouldn't people decide that for themselves? Note, I am not saying you are saying it is not that they should decide for themselves, it is more that yours is the same logic used to defend vaccine mandates.
