I'd heard of a tool library, but for the life of me I don't know how they'd ensure electrical tools weren't abused. I used to lend out some of my stuff ... I sort of learned to say no when finally something, a new out of the box airless sprayer was returned, the bloke telling me it must have already been worn out or broken.
But it's a neat idea for those who prove they can respect tools and use them as they were meant to be used.

The Brunswick Tool Library used to be situated inside a Makerspace I used to help out, so I got to see a bit of how they operated. They had a day each week they'd go through and repair their tools, plus teach anyone interested in how to do it do. They also seem to (reasonably) expect people to pay for repair/replacement if the person screwed up the tool. ;) That being said, at that point in time they had about 400 members (no idea now), who were each paying the yearly membership fee (AUD$50-85/year). Super basic math says that's about $20k+ per year, which (depending on rent and costs) seems like it'd work for tool replacements and such.
