If seat belts needed to prevent injury in every single situation then we would claim that they are ineffective because there is always a chance that seat belt may prevent someone from flying out of the window and not burning in the car being strapped unconscious. Is the goal here to be 100% reliable with 0 deaths or achieve better stats than 46k deaths per year in USA? This now becomes more of a philosophical question.
