It's easy to see what happened here, and why you and @sarahdcady might be confused.
In the tweet she replies to, the blocked URL is:
https://instagram.com/elonmuskjet
In her own tweet, the URL she successfully posts is:
https://www.instagram.com/elonmusksjet/?igshid=Zjc2ZTc4Nzk=
So it appears that Twitter has specifically blocked the URL "https://www.instagram.com/elonmusksjet https://www.instagram.com/elonmusksjet", rather than any URL that contains that string.
Edit: Confirmed by a tweet that replied to the link you posted[1].
