Yes, here is a chart of their activity in setting the Federal Funds rate since the 1950s (https://fred.stlouisfed.org/series/FEDFUNDS https://fred.stlouisfed.org/series/FEDFUNDS). It is only, in very recent years (from 2008 to 2015), that the rate has stayed unchanged for so long.
