Google / Meta main beneficiaries of this, and likely significant supporters, having both lost market & mindshare to TikTok in recent years. Might be the only way Instagram stays around, and maybe opens up an opportunity for a new domestic entrant into the short video space (dedicated Youtube Shorts app?)
