Which it could do due to having built out electricity generation 4-5x the GW/capita compared to most of Europe, 100% which is renewable (+some 10-20% extra available for exports). Hydro makes this simple. Nuclear makes it possible. No other approaches have been demonstrated that allows this without fossil fuels at scale.
