There is a difference between knowing who owns a car, and knowing exactly where is and has been. Imagine a public database where you can type in a license number and get a log of every sighting of the car in the last few weeks. Somebody has this data, but far as I know its not public.

It’s not super-public, but there are ALPR databases available to private investigators, and of course the police have them.
