Likely less a value and far more a cost thing. It is a lot cheaper to be poor and on welfare in a city. I pay an immense mark up on groceries. I also own a farm, so I don't buy much groceries (produce in the winter, a few luxuries, that's about it). Most folks here are basically living a city-style welfare life but hours from the city.
