We already have too many dogs and cats. We destroy them all the time as it is because people cant be responsible for them. It is exactly the "fulfill their natural imperitive" excuse that already leads to way too many dogs and cats. Figure out a way to force people to be accountable for the unwanted puppies and I will be happy to support less sterilizations but I know that is never going to happen.
