Im pretty poor too(and from the same region). I managed pretty well, though some money was invested in my education when i was a kid(English lessons). Poverty sucks, it either builds your character, or it sucks the humaneness out of you. My advice to your friend is to not drop out. I have a friend who dropped out. He was also bright, and ambitious. He worked as a car mechanic for a year, i believe he went back to school. He just needs to not give up, if he is interested in electronics, he could try and find some repairman he can help out(sort of like an apprenticeship).
