Misleading title (highly unexpectedly, even Max Blumethal is closer to what Merkel said than OP). Merkel was talking about the Minsk Agreement being a stalling tactic to see how the Ukraine/Georgie situation would end up before deciding on their NATO future. She then added that "Ukraine also used that time to become stronger".

I'm struggling to find any coverage or analysis of this remarkable confession in English language mainstream media. How is it misleading?
