  That's already here.[1] It's done by paying employees by deposit to a debit card. This allows for out-of-network ATM fees, overdraft fees, balance protection fees, fees for transferring money from a payroll card to a checking account, balance inquiry fees, purchase fees, account closing fees, inactivity fees, and lost card fees.
