This doesn’t seem to be a very well-planned concept. Giving the software industry special tax treatment (0%!) will breed resentment while at the same time weakening the strength of their own economy. If making it easier to get live/work visas isn’t enough to compete with Argentina, they should be seriously looking into fixing their entire tax structure.
