Having separate apps is better for users. I personally find Waze way better than maps for driving (it's still crap mind) - whatever your opinion about their relationship merits, consolidation will remove choice. It doesn't surprise me that Google's doing it, what's the point in having a monopoly if you can't use it to your advantage. It's not good for users though.
