I really don't think it's appropriate to mandate SOME people but not OTHERS. If it's necessary for public health make it mandatory. If it isn't don't. But forcing random groups to have it and letting others off is unfair and divisive. I feel the same way about public school mandates: if all kids need it, make it all kids. Don't exempt people based on if their parents are rich enough for private education!?
