I can't speak for every bigcorp but at my work I installed firefox completely on my own, and once in a blue moon I get an email from IT telling me I need to update firefox (usually I just need to restart ff). This is on a domain-joined windows machine. There's some management "stuff" that got pushed down to it but IT is fairly hands-off, or at least I haven't run into any limitations with running random development tools.
