Has been happening on state level in Germany for some time [0], even in highly industrial states. Think of it of conserving via green means. Establish and support industries of the future, protect the environment, but remain fiscally responsible. Especially in Germany conservatives are very linked to the Church which also has been traditionally very strong in environmentalism. Particularly in the East where much dissent against the socialist regime evolved in church groups, partially through concerns about the massive pollution by (amongst others) coal plants.
