More importantly, AFAICT the 245% figure doesn't reflect the increase in cannabis use, but in intentional abuse and accidental misuse, presumably as judged by hospital admittances or similar--journal site is currently down; I can't find the paper or even its abstract. The increase in poisonings is primarily attributed to the growing popularity of edible cannabis by which it's easier to overdose. In principle cannabis use could have declined while such incidents increased.
