A more lightweight tool than emscripten is the WASI SDK (https://github.com/WebAssembly/wasi-sdk/releases https://github.com/WebAssembly/wasi-sdk/releases). It doesn't generate JS or HTML but you can run its output on the command line with wasmtime or wasmer.
