Whenever my EE professor needed to draw a wire to a "current sink" he would refer to it as the "Administrator's Building" and then proceed with a long rant about all sorts of negative things they burden him with. Not sure how an institution can go about cleaning up such inefficiencies besides going out of business, which is usually not an option.
