I don’t follow Elm development. Do you have any links regarding why the development has been stopped?

  It has not. Elm just has relatively slow release schedule with the last release being three years ago and some people don't like that. Also the developer has requested that forks are not be called Elm to avoid confusion which some people consider "hostile against forks". There are some projects that have forked Elm.
