I assume the DEA is a mix of: agents stealing money, agents in the pay of cartels, agents too dumb to be trusted with a criminal conspiracy, and agents who stay out of it, agents marking time until their retirement, and agents who get killed because they are too dumb to realize the danger from all these groups. The relative sizes of these groups is unknown, but I do note a LOT of aviator glasses owning very large houses in Costa Rica.
