That would be ridiculous. "Use of force" is pretty much the entire reason we need police in the first place. Unless you want officers who are unwilling to do their jobs due to risk of prosecution, or citizens engaging in legalized vigilantism in order to stop crimes, the standards regarding use of force for police officers and normal citizens pretty much _have_ to be different.
