Yeah it's wrong. The journalist probably thought "square root of 64/4 is 4 so it's 4K). Likely he just forgot to think what "K" means. 64k can fit 128x128 rgba

64k can fit 128x128 rgba texture, which looks like the correct size if you look at the "PRT Translation table" image.
