I don't know if it is so much the Jones Act or the critical mismanagement of our rail system. Removing the Jones act would kill our entire domestic merchant marine fleet. Fixing our rail system would be a MUCH better option. It would reduce total usage of diesel by reducing long haul trucking and provide transportation options for Diesel by tanker cars.
20-30 trains can carry a similar amount of fuel as a tanker ship without having to pass through harbors, burning MUCH less fuel, and delivering directly to refineries.

Ships consume much less fuel to transport a unit of cargo a given distance than rail, which is in turn much less than the long haul trucking system which the Jones Act effectively subsidizes. All the refineries and infrastructure for handling oil and fuels are built at ports because handling such products by ship is the obvious best method. The rail system is neither the problem nor the solution - nothing could possibly be done that would so quickly and easily allow for the economical transport of fuels as the pen stroke necessary for a temporary Jones Act waiver.
