At my current company engineers aren't very good at technical writing, they were better at my previous org. I think one big difference was that we shared technical documentation much more widely before every initiative, engineers were effectively picking up good ideas and patterns from reading other engineers' docs. Over time the best habits were becoming documentation "standards" through copypasta natural selection.
