Laudable goals. It's dual use for finding and/or inducing vulnerabilities (and not fixing them) until the technology is perfected though, right? Is this going to be a really wild security ride for a decade or so? Maybe it's already started and I just haven't heard..

Of course. It's a tool, can be used for both good and bad, just like any other tool. And it started at least a decade ago. What do you think crackers for RDR2 used to test their in-house social network in order to bypass Rockstar game protection?
