I disagree even with personal liability because you are offering goods and services to the public. Not only is what you sell/offer regulated (drug dealers are not really business owners) your ability to refuse service or employment based on protected classes is regulated. Just like driving a car is regulated on public roads, owning a public business is regulated and as such privileged.
