the EU law applies to those unfortunate enough to reside within its borders. nobody else has to give a damn.

The large economies (US, Europe, sometimes China if the company plays in that pool) co-regulate multinationals for practical purposes. In the absence of a world government, that is, really, the only way it could work; if you want to operate in market X, you obey its rules.
