I find that in general, the phenomenon of people parking non-EV cars in EV charging spots has gotten a lot better. I think this probably has a lot to do with the massive increase in tow-away signs I see at these spots. To me, and probably most others, a tow-away is massively worse than almost any fine you are likely to see.
