It is. It's also the reality we in the US have to deal with. All of our infrastructure is in trouble, because nobody wants to invest billions of tax dollars into mere maintenance.
Also, a fair bit of the infrastructure is maintained by the individual states, making any country-wide coordination of investment or fixes neigh impossible.
