The average person from the previous incarnation of twitter doesn't want to work there today, this person was a senior exec at a social media company that had a complex thoughtful approach towards managing the platform, and had carefully cultivated working relationships with government partners. Overnight that has blown up, her job is basically impossible - she has to meet government officials in the EU, where the legislation is obviously much more complex are issues of hate speech, and explain the absurd ramblings of her boss, and she can't make any reassurances, because she knows they won't be true. So I think it's perfectly understandable to be doing everything she can to get on record that she's not going along with it. Think about her next move - she won't get another senior job in tech if she's under a cloud due to investigations into twitter, and the other obvious next step? Take a position in the EU regulatory team - again how does she keep that option open?
In both cases she needs to publicly create a clear divide between Musk's twitter and her professional position.
