That's how verb noun relationships work. "Affect (verb)" is "change (verb)" and "effect (verb)" is the "cause/create in" but is missing the critical part of translating "change (verb)", which is the actual "change" part. To get from affect to effect without changing the meaning you must complete the phrase.

I agree that the title is a typo, but it's not strictly ungrammatical - "Typography brings about emotions in people" is a grammatically allowable sentence, as would be "The use of Comic Sans by the CEO effected an unexpected anxiety among the workers" - to say typography "effects emotions" is to say it brings about emotions. It's a bit purple, and, again, in this case it's a typo, but it's not strictly speaking a misuse of the word.
