A lot of the documentation is printed in manuals/books written before the 90s. I have inherited a whole closet worth of COBOL programs (on both magnetic tape and print out on continuous form paper via dot matrix) and mainframe documentation from my parents who made a career in COBOL programming. Many of the people who worked on those systems predated the internet and the concept of sharing information via the internet was not part of the culture. It's one thing I admire about today's devs- the amount of free and high value information on YouTube, Twitch, GitHub and Stack Overflow.
