I wouldn't call a partisan congressional report a trusted source. More importantly, I'm not sure what difference it makes. China is pursuing zero COVID because there's an extreme amount of vaccine hesitancy among their elderly population. Nearly half of elderly Chinese people haven't had any vaccine dose at all. The truly perplexing thing is that they've chosen to be authoritarian about lockdowns and quarantine rather than just mandating the vaccine.
