Basically it uses the other CIA as a cycle counter to see how many cycles elapse between TOD ticks, and then adjusts accordingly (from https://codebase64.org/doku.php?id=base:efficient_tod_initialisation https://codebase64.org/doku.php?id=base:efficient_tod_initia... ).
