I use open shell and 7+ Taskbar Tweaker (https://ramensoftware.com/7-taskbar-tweaker https://ramensoftware.com/7-taskbar-tweaker) + also disable all pinned apps and reenable quick launch - this makes it look like win7/XP pretty closely (though I also disable windows updates so it doesn't get reverted randomly)
