I think that is the problem. The foxconn lockdown was an extralegal capitalist enforced quarantine rule enforced separately from the government rules that kept all the workers semi-permanently locked in the campus for profit stability. The foxconn campus was its own microcosm that existed as an island inside China and in retrospect, shouldn't have been given the power to do so.
