My question comes out of ignorance of the VC market dynamics so I apologize if it is an obvious one, but wouldn't the rising interest rates basically prevent VC

My question comes out of ignorance of the VC market dynamics so I apologize if it is an obvious one, but wouldn't the rising interest rates basically prevent VCs from being able to bet heavily on startup explosion ( because it is too expensive if no 'almost' free money flows )?
