It can be both; as surveillance capitalism becomes even more and more pervasively intrusive we can see the risks against both individuals and institutions. There's also plenty of history of major governments (including the US and French) using their intelligence services to help in commercial endeavours. But the war in Ukraine has also demonstrated how quickly the US can cripple an economy.
