I dislike this attitude, as far as I'm concerned it just helps perpetuate the environments that don't allow engineers to actually fix things. It's related to the mindset I've seen that prototyping is a waste of time. Out of fear that you get trapped with it. Instead there is this expectation that you just design something close to perfection without any prior attempts.
