Some people are a combination of being not that bright and loving to hear themselves talk. What you can do is tighten the question down so there is no misunderstanding. - Can you explain X in 30 seconds? - Is X going to definitely be done by Y? etc. People often communicate (and think) sloppily through-out their lives and it is only when they encounter people who are an order of magnitude better or worse than they are, that they become acutely aware of it. :)
