I have spent a lot of time working with front line users and engineers in requirement gathering. I recognise the situation you are describing. Part of the problem (IMO) is that some people ‘think out loud’ when answering a question and use the interaction to clarify their thinking on the fly. This can be useful in identifying edge cases - but can also feel exhausting. My advise is the focus on your questions and use them to steer your interactions: Write them down - send them out in advance - document their answers in front of them then share them after. Good luck!
