Some people who do black market stimulants are essentially just self medicating. Both is not black and white. My partner always had a thing for amphetamines, and was more functional under influence. It just took a doctor to confirm and subscribe them to suddenly make it legal. I could not say the same about myself, amphetamines just make me more awake but not more functional.
