If you’re using Mastodon web UI, especially v4, you can click the eye icon on the top right to unhide or hide all CWs in a thread.
My server has a rule for CW on all politics. If someone from another server (eg a journalist server) posts politics without CW, I will silence the account so it doesn’t appear in public timelines, but people can still follow the person if they want to see the content. If a server is full of posts like that, the entire server will be silenced, but people can still see the content if they follow people from it explicitly.
That’s how I’m personally resolving cross-cultural moderation. Well, internet culture at least.
Alternatively, you can also set your settings to expand all CW by default, and then use the filter functionality to filter out posts with things you don’t want to see. I believe the filtering functionality sees the CW field as well.
