I noticed that too. Which makes me see the project as more of a giant cruise ship than a floating EPCOT (Experimental Prototype Community of Tomorrow). A giant cruise ship isn't very exciting. Whereas, a floating city where the government employees get to live the same quality of life as the residents would be something interesting.
