While it may be a mistake due to Russia having severe lack of precision munitions and may have misfired it, it did kill two polish citizens. There is also slim chance it could of been unlucky interception by Ukrainian anti-air defense systems but either way - NATO citizens got killed and it will require a serious response from NATO, part of their very being is centered around Article 5 (attack on one is an attack on all).
